Hydraulic Marine Loading Arms Installation at Delaware River Partners

About Client

Repauno Port & Rail Terminal is a multi-use port facility located along the Delaware River in Greenwich Township, New Jersey. Spanning 1,600 acres, it offers deep-water docking, rail connections, and extensive warehousing and logistics services. The terminal specializes in handling energy products, project cargo, and bulk materials, providing efficient access to key U.S. markets.

Challenge

Located in one of the busiest maritime markets in the USA, the Repauno Port & Rail Terminal required new marine loading arms for its newly built LPG import facility. The challenge was to find a reliable partner capable of manufacturing and supplying the necessary equipment while also ensuring high-quality service to maintain its long-term operational integrity.

Adding to the complexity, after production and factory acceptance testing, the equipment was shipped to the site during the COVID-19 pandemic. Travel restrictions and lockdowns prevented JLA engineers from being physically present for installation. As a result, JLA developed an innovative remote supervision strategy. By utilizing multiple video cameras streaming live footage to a specially prepared control room, JLA commissioning engineers provided real-time guidance to the site crew, overseeing the installation, performing the site acceptance test, and ensuring a seamless handover to the customer.

Scope of work

JLA was responsible for the complete manufacturing, supply, installation, and commissioning of two 12” Hydrotec hydraulic-operated marine loading arms. The loading arms were equipped with Emergency Release Couplers, a hydraulic power pack, and an electronic control panel. Additionally, JLA provided a piggyback-mounted 8” vapor return system and supplied the hydraulic power pack, main control panel, and satellite control room control panel.

The Result

Despite the remote nature of the supervision, the installation of the loading arms, power pack, and control systems was executed flawlessly. Both hydraulic and electrical connections were completed successfully, and the entire system was commissioned and handed over to the customer, ensuring a trouble-free operation. The project demonstrated JLA’s ability to adapt to challenging circumstances while maintaining the highest standards of quality and reliability in marine loading solutions.
