Conversion of Existing Terminal to Biofuel Operations

JMEC supported the transformation of an existing terminal into a modern biofuel facility. The project included full engineering services, from concept to detailed design, with a strong focus on optimizing and reusing existing infrastructure.

Challenge

The objective was to convert a conventional terminal into a flexible biofuel operation while ensuring compliance with safety and environmental standards. Limited space within the existing layout required smart engineering solutions, particularly around the pump pit and manifold design.

Scope of work

JMEC was responsible for the full engineering scope, starting immediately after contract award, excluding the initial concept design.

Concept Engineering
JMEC translated the client’s project intentions into a process flow diagram (PFD) and performed a quick feasibility scan of the pump pit due to spatial constraints for the manifold. A high-level 3D model was created to visualize the manifold and main pipeline routing, supporting early budget estimates. This model was reviewed with the client and stakeholders to align design intent and cost efficiency.

Piping & Mechanical Design
Using FARO 3D scanners, JMEC captured the existing site to minimize design errors and improve clash detection. Based on these scans, a 3D model was developed in Autodesk Plant3D and continuously refined throughout the basic and detailed design phases.
Deliverables included:

  • PFDs and P&IDs
  • 3D model and layout drawings
  • Equipment datasheets and valve lists
  • Line sizing and flow calculations
  • Thermal calculations for tanks and pipelines
  • HAZOP study and PGS29 compliance
  • Pipe stress analysis, isometrics, MTOs, and support documentation

To optimize the use of the existing pump pit, JMEC designed and installed four pumps connected to three headers, enabling flexible terminal operations:

  • Import: ship to tank
  • Export: tank to ship
  • Tank-to-tank recirculation
  • Blending operations

Civil & Steel Design
Basic and detailed design covered pipe racks, secondary steel structures, civil works, and foundations, developed in collaboration with engineering partners and third parties.

The Result

The terminal conversion was completed with minimal disruption to ongoing operations, successfully enabling sustainable biofuel handling. Through optimized use of existing infrastructure and precise engineering, the facility now operates with enhanced flexibility, improved safety, and full compliance with biofuel industry standards.
